I needed panniers for our overnight ride to Sutherland, but learnt about burning a hole on the exhaust many years ago with my first bike, I thus needed a frame to keep thm off the exhaust and from tucking under the rear wheel. I tried to buy the 1200GSA (metal pannier box) Pannier frame...NO Luck. In desperation I bought a length of 25x5 mm flat bar stainless steel and made this up. The panniers I use are the Oxford SportsPanniers (in pics.) It would be very worthwile to look at the Kappa range of panniers I'll try and set-up details under LINKS, otherwise try Auto Atlantic or your nearest dealer.
