éNATIS is now up and running. This is the electronic National Traffic Information System of the Deptarment of Transport. It was rolled out in March 2007 to much anger and frustration to all concerned because of é gliches and a data server 90% under capacity. It is now fully operaitonal. WHAT DOES THIS MEAN TO YOU NOW? It means that the entire licencing system of drivers, vehicles and operators is accessible to any traffic agency anywhere in the RSA. It also has paved the way for the long awaited Driver licence Demerit system. Well bottom line, any traffic regulation infringement is now visible from any datapoint at any agency irrespective of where the infringement was committed. '''In English please Andyman!!''' Ok, last month the officer stopping you in Bellville could only access information for that mnicipality and was blind from any infringements (fines) you have in any other municipal area. From 1st November 2007, That same officer will see any and all infringements against your name and any vehicle on your name, for any and all infringements you have pending within the RSA. If a camera zapped you in Pitsonder water in the last 500 days he will be able to see that infringement registered. This should ruin the day for many of us! '''What is the demerit system please??''' You have twelve points on your drivers card, traffic fines carry a point-rating, depending on severity and frequency. You lose points for infringements. when you have less than 12 say goodbye to your drivers licence for up to 6 months. No court appearance, your local enforcement agency will do it all for you. Number plates not properly fixed are -2 points + R500.oo!!!! Number plates not regulation size are also -2 points + R 500.oo!!! When will it be enforced? As soon as the AARTO traffic regulaiton fine system of implementation has passed through parliament, then demerit kicks in. As soon as all traffic enforcement agencies have been 'trained' So it could be May 2008 or May 2010, depending on how fast the wheels of parliament can turn. DRAFT REGULATION FOR IMPOSING TRAFFIC FINES NOW OPEN FOR PUBLIC COMMENT The RTMC has made available Draft AARTO Regulations on the Arrive Alive website. Reduced down to some elementary nuts n bolts...... You will get your fine in person or in REGISTERED MAIL, currently you get it by snail mail. You will be heavily fined for falsely declaring your DOMICILIUM ET EXECUTANDI (your home address). - They can't enforce or deliver before 07H00 or after 21H00. - They can deliver to your work address. - any person at the premises can be made to sign if they are older than 16. - If they refuse to sign they are liable to a fine or imprisonment of not more than 3 months. - If you are not home he may affix the notice to your door. - The sheriff can remove movable objects to the recovery value of the fine after a judgment. - You can pay the sheriff with a bank cheque, not cash when he comes to you. - Sheriff can remove your licence disc and/or drivers licence and deface both, but has to send them to the enforcement agency. There is a host of other things. Once the public comment phase has expired it goes before parliament again. So the days are numbered where I collect all the fines to use as wallpaper. The days are numbered where you can drive as you like outside the law. Expect more 'enforcement agencies' to spring up that will act on behalf of the traffic department in recovering fines.
