2006 1200GS Surging issue

Maybe someone can point me to the cause:- Wife's bike has 60k km on it and now surges at low revs, making slow riding a pain.

I tried a throttle body sync, but cannot get them synced properly as if something does not want to co-operate. 

The bike however starts easily, idles smoothly and pulls like a horse. Nothing else seem to be the matter. It just does not like running at a constant speed under 2500 rpm, whereas my 2004 1150GSA with 135k km purrs like a kitten and is smooth at any revs.

We bought the bike with just over 40k km on the clock. It did not do that in the beginning. 

Where shall I look for the cause?

I had similar issues when my Hall Effect sensor was on the blink.  Particularly bad when it is wet.

Given that your bike is in perfect running order it sounds like a classic lean mixture issue. A BoosterPlug usually solves the issue. I have seen many R1200GS's running smoother and stronger, with more usable rpm in the lower part of the rpm range after installing one.

Could be the rubber plugs on the take off points for the vacuum connection, or the throttle shaft is worn (normally results in an unexplained rattle and may sound like it comes from the valve gear).
